The Defense Language Proficiency Test was developed and is administered by the Defense Language Institute. While the original purpose was for military training needs, the test is used widely throughout the federal government to determine the language proficiency and training needs for federal government personnel.

Test takers can be active duty military personnel, National Guard, Reservists, US State Department personnel, intelligence analysts, or government or contracted personnel in any executive department. Good scores open career paths and higher pay through the “Foreign Language Proficiency Bonus” program.

The tests are scaled to the Interagency Language Roundtable proficiency levels for the four language skills: speaking, listening, reading and writing. The ILR web site defines the levels in detail: https://www.govtilr.org/Skills/ILRscale1.htm

Aspire's online DLPT courses use a RAMP approved network. The courses can also be taken in person in Hawaii in the conventional classroom format or or in the blended learning (part in person and part online) format.

Aspire’s language instructors have successfully prepared over 10,000 students in the military and in civilian government capacities for these tests. They have taught students from levels from 1 to 4. Students who apply themselves can raise their scores ½ and full points.

Aspire is in compliance with all criteria for working with the Federal Government.  Aspire can work directly with language program managers, government purchasing representatives or as a subcontractor for GSA contractors.

Many students can get funding from their brigade or department, if not, they can enroll individually with Aspire.

Aspire and its instructors have provided lessons for the departments of State, Agriculture, Justice and all branches of the US military.
